Peter Rogoff

  • As Principal and Managing Partner of the Contorta Group, Peter Rogoff provides strategic business and policy guidance to public and private clients across all transportation modes.
  • As CEO of Sound Transit for six and half years, he led the agency through transformative change, successfully guiding an historic $54 billion ballot measure to launch the nation’s largest transit expansion program with budget discipline, strong community engagement, and robust Federal partnership. During his tenure, Mr. Rogoff secured two grant agreements with USDOT totalling $2 billion. He opened two rail extensions costing $3.8 billion, each yielding a dramatic improvement in ridership and regional mobility. He negotiated the nation's first USDOT TIFIA Master Credit Agreement, making Sound Transit the nation’s largest TIFIA borrower. He implemented one of the most forward leaning programs to secure affordable housing in proximity to transit and served as co-founder of the region’s first chapter of the Conference of Minority Transportation Officials (COMTO).
  • President Obama appointed Mr. Rogoff as Under Secretary of Transportation for Policy, the department’s third ranking official, in January of 2014. He was confirmed by the US Senate in the role in July 2014. As Under Secretary, Mr. Rogoff served as principal policy advisor to the Secretary on all regulatory, legislative and strategic issues across all transportation modes. He liaised extensively with senior White House advisors, Governors, Mayors, Legislators, Tribal Leaders, national and local stakeholders, and industry, labor, and citizens groups to advance the Administration’s transportation goals.
  • Mr. Rogoff was confirmed by the US Senate as the Federal Transit Administrator in May 2009. He skillfully led the FTA through a period of historic change, redirecting investments to key Administration priorities including reducing consumption of foreign oil, advancing equity, addressing climate change, deploying cutting edge technologies, and streamlining bureaucratic processes.
  • Prior to moving to the Executive Branch, Mr. Rogoff served on the staff of the U.S. Senate Transportation and Housing Appropriations Committee for 22 years including 14 years as the Democratic Staff Director.
  • Based on both his public agency and Federal roles, Mr. Rogoff has often been called to testify before Congress and provide media commentary on industry trends. He has served on the Executive Committee of the Transportation Research Board of the National Academy of Sciences and received numerous industry awards and recognitions.

Dena Morris

Dena has three decades of policy and senior management experience in advocacy, coalition-building, and leadership in legislative and executive branches of the federal government and in the non-profit sector. She served and as chief of staff for Seattle Public Schools and as president and CEO of Washington Global Health Alliance. Before moving to Seattle, Dena led the Centers for Disease Prevention and Control’s congressional engagement in Washington, DC. Under her leadership, the CDC secured emergency appropriations to fund the response to the Zika virus, defended the CDC's opioid prescribing guidelines and worked with Congress and stakeholders through the Flint, Michigan, water contamination discovery and response. Dena also worked on Capitol Hill as the legislative director for U.S. Senator Richard Durbin for nine years. At B&D Consulting, she was senior vice president and co-chair of the health and disability rights practice team. She holds a master of public policy from Georgetown University.
